A name and a signature describe different things
A filename can be changed without changing its contents. This inspector recognises common image, document, archive, media and executable headers, then compares that limited signature with the name. ZIP-based Office documents share the same container signature; their inner format is not verified.
This is not a malware scan
A familiar extension or matching header does not make a file trustworthy. Polyglot files, damaged content and threats inside an otherwise valid document can pass these limited checks. An unknown signature means the format was not recognised.
